Neil led the development and planning strategy for The Roman Quarter, a transformational mixed-use project in the heart of York city centre. Designed with sustainability and placemaking at its core, the scheme will regenerate a key part of the city, enhance the public realm, and creates a vibrant new destination for business and leisure.

Purposefully designed to move away from the site current character, the development introduces two distinct buildings, shaped to increase daylight, open up views, and create a more welcoming streetscape.

The Roman Quarter will comprise 153 high-quality apartments, an 88-key hotel, Grade A office space, and ‘Eboracum’ — a world-class Roman visitor attraction named after York's ancient Celtic name.

Delivering this ambitious project within the historic core of York presented numerous technical and political challenges. Neil successfully navigated these complexities, achieving unanimous planning consent from York City Council — a significant milestone given the site’s sensitivity and profile.
